I was in a need for a puffy skirt that wasn't so offensively high poly, so I spared Jooj the work and took this skirt to convert.
Yes, the TS4 mesh is around 5.7k, but since the mesh topology was great, it was quite easy to reduce to 3.6k by dissolving edge loops with no loss in quality. Better for everyone! Also, I edited the waistband to only be visible in skintight tops - other tops almost always will cover it without clipping. It isn't 100%, it never is, but it works WELL. I recommend high-waisted or tight tops for a better fit, but it's not mandatory.
The EA corsets work fine 8D
The only caveats are that, due to the way the mesh was mapped, patterns will appear upside down in the back of the skirt. Impossible to fix without UV overlapping (and lots of shine in CAS), due to texture space, so It's better to stick to symmetrical patterns. Two presets are plaid, they work reasonably well. Also, in CAS the back looks HORRIBLE, with a crunchy bone, but in-game... it looks fine. I used a BEO dress as bone reference, so there's nothing much I can do...
... Oh, yes, I'll make an AM version of the skirt for those who want to make a Billy Porter sim! It's quite easy to adjust the waist!
