For a while, I've noticed some oddities regarding the litter box. If cats have the neat trait, they become obsessed with it. Sometimes they use the box when they actually need to go, but other times, they head towards the litter box when the need bar is still mostly full. Even neat cats with the Steel Bladder lifetime reward will occasionally use the box just for the heck of it. Also, if a kitten's bladder need is low enough, using the box doesn't entirely fill the bar. So, I decided to fix this issue. Cats can't use the litter box until their bladder need is around the halfway point, reducing extraneous bathroom trips and making the Steel Bladder reward more logical and worthwhile. I also increased fulfillment of the bladder need when using the box, so kittens actually empty their bladders. Note that the litter box will be unselectable for cats whose bladder meters are mostly filled. The action is only available when the meter is about halfway depleted.

This mod uses the UseLitterBox_LitterBox ITUN, and will conflict with any other mod that uses it. Can be used with mikey's Pet Bladder Tweaks mod on MTS, as it only affects the 'pee here' interaction for pets relieving themselves on the floor or ground.
