They are recolorable. The vampire cape however isn't recolorable, because it's a different subset. So if you have a greenvest recolor, the cape will still be red. If you want the cape to be recolorable instead, you'd have to give up the recolorable base and change some settings in SimPE.There is a way to have more than 2 subsets recolorable, but for that little trick I refer you to Ocelotkatl's tutorial on the Sims 2 Shenanigans YT channel.
